It was first observed in 1978 through the enactment of a law in Illinois on September 13, 1977. The bill was introduced by State Senator Norbert A. Kosinski.
This state holiday celebrates the birthday of Casimir Pulaski, born as Kazimierz Pulaski, the “Father of American Cavalry.” He was remembered for his outstanding training of soldiers and cavalry which had a great impact on the independence of the United States of America. He joined George Washington’s army after being recruited by Benjamin Franklin in Paris while on exile.

Schools and offices of participating states celebrate this day through historical academic activities and street parades. Group gatherings, special ceremonies featuring public speakers and media coverage are also undertaken. Various memorials had been made in his honour, including songs and artworks.
In November 6, 2009, President Barack Obama signed the bill of the United States Congress conferring honorary United States citizenship on Casimir Pulaski. This was the main event in the 2010 celebration for the Polish born soldier who died in action on October 11, 1779.
